It makes the browser devtools unusable

Using a static variable named __CSS__ is not ideal. It's because the webpack loader does simple text replacement. Is there a better solution? Should it be a babel transform instead?

When using react-router + browser history, CSS is sometimes not loaded

I don't recommend reverting to the previous release. A workaround will be published in the next 24 hours.

Use <link rel="preload"> in the head to preload stylesheets.

This might be outside the scope of this package since it probably depends on routing, but we should definitely add it to the documentation with examples.
