GovGen

GovGen is built using the Cosmos SDK as a fork of the Cosmos Hub at version v14.1.0.

The following modifications have been made to the Cosmos Hub software to create GovGen:

1. Remove x/globalfee module and revert to older and simpler fee decorator
2. Remove IBC and related modules (e.g. ICA, Packet Forwarding Middleware, etc.)
3. Remove Interchain Security module
4. Revert to standard Cosmos SDK v0.46.16 without the Liquid Staking Module (LSM)
5. Changed Bech32 prefixes to `govgen` (see `cmd/govgend/cmd/config.go`)
6. Reduced hard-coded ante min-deposit percentage to 1% (see `ante/gov_ante.go:minInitialDepositFraction`)

govgen's Issues

Account balances, proposal deposit and voting power

The current distribution of govgen is based on the staked amount of accounts that voted NO or NWV on prop 848.

Considering that users will probably stake most of it to get voting power on govgen, this leaves very few tokens to activate proposals since the deposit is quite high (5000govgen at the time of writing).
Even the minimum deposit (currently 1% of the deposit) required just to submit the proposal may be an obstacle for users who have staked most of their balance.

We need to discuss whether this can be a problem or not.
