Throttled producers stall indefinately about celery-php

I should note that this is using the php-amqplib connector, not the pecl connector. I'm looking into using the pecl connector, but it is breaking all of my testing. It doesn't seem to like to write to my test queues/exchanges although it works fine in the production testing.

@chisleu Are you still experiencing this? Have you tried the latest versions or master branch along with the latest version of php-amqplib? Do you have a minimal test script that I can use to reproduce the issue?

I left the company that used PHP and no longer have their work products unfortunately.

We ended up using a simple micro-service to relay messages to celery over HTTP
