I think assigning a user should be enough

@tboerger can we move forward on this. testing configuration is IMO a must have feature
from gitea.
We can move that into an earlier milestone of course if there are multiple people that would like to see that integrated.

milestone just write a comment to the issue and claim it.

in the issue when one starts working on it? And if possible assign oneself/be assigned it? Perhaps a status/claimed

Isn't this feature already available? I just installed Gitea 1.0.1, and in the Admin Panel on the Configuration page under the Mailer Configuration tab, there is a text field (for email address) and button to allow sending a test email.
