Second-Splited video is not splited properly

In split_vid(vid_path, time, time2=None),

command2 ffmpeg -ss 00:00:02 -i "+vid_path+" -to 00:00:02 -c copy "+TMP_MERGE_PATH+"2.mp4

is not working properly.

I can't even imagine how the -ss and -t option works. command1 worked fine, though..

result mp4 file is crazy

The total length of video what I expected, is correct.

But, the second video is messed up and added. It seem like a buffering in streaming service.
