This is the intended behavior, and there’s no plan to change it. This issue will be closed.
-SNAPSHOT implies that it is changed regurarly. If you don't want that, please don't use snapshots - you can use any custom release number (-rc*, -beta*, etc).
Adding the ability to override the refresh behavior or the isChanging characteristic of snapshots would result in extra complexity.

You do realize that cutting releases aren't actually options right? Was part of the point here. As the consumer you might not even have the option.
