moving config.yaml to config.yaml.example. in CI/CD, and copier from example to actual yaml file. In gitignore, ignore config.yaml

add sqlite cache as local resolver

cache all answer to sqlite, add handler as well to resolve from this

Support DoT upstream

Using TOR network somehow is not stable, and also, user needs to wait for connection to be established.
So, we will fallback to use DoT first until the TOR resolver is ready
