Its something like if hc attr tags.${tagid}.frame_count is 1, then I'd like to enable smart_window_surroundings, but otherwise off. But for one

hc attr tags.1
...
 i - - frame_count = 2

its not hookable, and secondly I'm don't think smart_window_surroundings is applicable each tag separately.

You can create a hook via
herbstclient watch tags.focus.frame_count
then use it in a while loop such as

herbstclient --idle attribute_changed | grep frame_count | while read event; do
// your code here
done

@Khqi that's what I'm saying, frame_count isn't hookable, it doesn't emit any events.
