Don't raise exceptions when encountering bad input

We shouldn't raise LogStash::ConfigurationErrors when encountering "bad" input such as in

raise LogStash::ConfigurationError, "Input must be a JSON object / Ruby Hash but is instead: #{events.class.name} (#{events.inspect}). (Error occured while inspecting key #{key.inspect}.)" unless events.is_a?(Hash)
as this halts logstash.

Exceptions should only be raised on configuration errors. When encountering input data we can't handle, we should instead log an error. Input data may largely be outside the control of the logstash administrator and improperly formed input data should not cause the logstash instance to stop.
