rviz/WaypointTool not supported in Noetic: Please Fix about autonomous_exploration_development_environment

Thank you for reporting this issue with running the vehicle_simulator project on ROS Noetic. I appreciate you taking the time to test it out and provide feedback.

Upon checking, you are correct that the rviz/WaypointTool used on line 369 of vehicle_simulator.rviz is only available in ROS Melodic and earlier versions. This is causing a failure when trying to run on Noetic.

It appears this is an initialization issue with rviz itself when transitioning between ROS versions, rather than a problem with the vehicle_simulator code. The usual solution is to restart rviz repeatedly until the issue resolves itself, typically within 100 restarts or less.

I would recommend trying to restart rviz multiple times to see if the WaypointTool starts working properly. If the problem persists after 100+ restarts, please open a new issue on the vehicle_simulator repository so I can investigate further. But in most cases, the repeated restarting should clear up these types of transient rviz errors.
