Levels of mask mandate and unicode character issues

I'm trying to find data on different levels of mask mandates by date and region. It seems like this data only has one level, masks or no masks? Can we expand on the mask definition? I opened an issue with the main JHU covid tracking repository also and started compiling what I thought would make sense here, just to give an idea

Also, I noticed in the data that cities like São Paulo are entered as s~ao paulo. Is this a data entry issue or a RedCap unicode problem?
