Add a `partial-if-exists` that include the partial if it exists

It's handy for meeting the requirements of some optional modules, it won't cause an error if the optional module doesn't exist.

Add URL functions

• Check if the URL is external
• Check if the Menu is external, a variant of former.

Create a function that return site root/working directory

Add a function to check whether the table of content is empty

Add a partial that check expected partial exists before including it

And print a custom friendly error message if it doesn't exist.

That would be much clearer for users that what modules they're missing.

Allow to disable the sections titles

The title Page Title - Bar - Foo - Blog - My Site will become Page Title - My Site if sections titles were disabled.
