No error is generated if running as non-admin
$LASTERROR isn't taken into account after calling CITOOL.EXE. For example, if it is benig run as a non-admin, no results are returned instead of providing a useful message about running in an elevated session.
Steps to reproduce: Run Get-CIPolicies in a non-admin powershell session
Expected result: Error / warning message displayed in non-admin session; policies displayed in admin session
Actual result: Nothing displayed in non-admin session
New-CIPolicy cmdlet already exists in ConfigCI module
Need to rename this and/or all functions to avoid conflict.
