(and so on for 162 total boundary condition lines)
The "3" here isn't supposed to be the total number of boundary condition ids, it's the total number of conditions, where a condition is a combination of a particular location (element id and side id in this case; "and edge id" or "and shellface id" or "node id" for other types of boundaries in later file format versions) and a boundary condition id.
If I replace "3" with "162" then the --mesh-only
output shows all 3 sidesets (as well as the nodesets that MOOSE autogenerates from them).
