(and so on for 162 total boundary condition lines)

The "3" here isn't supposed to be the total number of boundary condition ids, it's the total number of conditions, where a condition is a combination of a particular location (element id and side id in this case; "and edge id" or "and shellface id" or "node id" for other types of boundaries in later file format versions) and a boundary condition id.

If I replace "3" with "162" then the --mesh-only output shows all 3 sidesets (as well as the nodesets that MOOSE autogenerates from them).

Thank you, this is perfect (and much less of an issue than it originally seemed). Seems like it was just my understanding of the XDA file that was wrong. Thanks again, Daniel
