Hello !
The problem is that the twitter config wizard failed and closed by itself. The configuration dialog reopened and the flickr config is the first page, that is why it looked like it returned the flickr config when you pressed the "Run configuration wizard" button in twitter plugin.
I have released version 1.1 which fixes this problem, go grab it at www.geocreepy.com
