Ignore obtained data on reruns
Have get_ad_info check the ADVERT_PARTIAL_OUTPUT_FILENAME file to see if the numeric ID is already there (and has data), and if so, return nil (because it's already included and so doesn't need to be added).
This might be slow, but the whole process is slow, and the slowness comes from local file IO instead of HTTP requests, and so also lowers the chances of getting the accounts blocked.
