Setup a basic build for Travis that just runs build + tests.

Clients may want to configure interceptors, auth, etc. - we should let them. It seems like the easiest way to do this is letting clients provide their own OkHttpClient, since that's directly configurable with Retrofit2 anyways.

Retrofit 1 was retired quite long ago - the last release is from 2015. Let's move to Retrofit 2.

These are very similar to regular policies but only support 4 fields in the policy definition:

• expires
• message-ttl
• max-length
• max-length-bytes

In addition, and due to only supporting the above fields, operator policies only apply to queues.
