Columns are not being set to nullable() during upgrade

There are at least 3 known columns in the packages table that are not being set to nullable() during the upgrade process, which breaks the expected behavior of Solder after upgrading.

Need to work through all tables and ensure that there is parity between the expected solder table structure and the state that tables are left in after running this package.

The specific known columns are author, description & website_url
