Sorry I don't understand what you're trying to do. Can you provide a screenshot of what you're seeing and what you expect to see?

and then tags in the body are parsed in ofm.ts
(which are deduplicated as you can see), TagList
is only used for rendering tags

I write #tag1 in the content of the .md file (not frontmatter), and the page displays two lines of #tag1
from quartz.

This is not a bug, the tag is displayed at the top in Component.TagList()
and also in the content as a tag.
You can experiment by putting something else at the top of the file. If you want to turn off tag parsing, you can pass parseTags: false
to ObsidianFlavoredMarkdown
