Output order doesn't seem to be deterministic

I have a need to check a file aggregating all our TODO comments into version control. Redirecting the output of this tool to a text file works great, but the order that files are printed doesn't seem to be consistent between runs so the file always shows changes even when no TODOs have been added or removed.
