Add a simple thumbs up/down button on each report that lets cruisers confirm or deny that a report is still accurate. They can optionally add information about any changes. This updates a "Last confirmed on $date" line in the location summary.

region should have a regionstate Context hook, which should be used in the following places:

• to set the title property of Meta in index.js
• to limit the Reports query
• to set the initial viewport of the map

Initial map viewport is hardcoded in the mapstate utility. Instead it should load this from region.

Consider rendering conditions as tags

Right now, you can only see data for a single region. You should be able to change region on the home page.
