The modules are currently tightly coupled with the plugin- and module name inside the modules config object.

It would be better to loosely couple plugins and modules. Therefore each module should only provide a namespace, e.g. "chop.accordion", "chop.tabs", "helper.param"...

Those namespaces should would be connect during runtime with a configuration object in modr.init()

Example for loosely coupled modr initialization:
modr.init('jquery', { 'chop': [ 'chop.accordion', 'chop.tabs', 'chop.url', 'helper.param', ] });

With this architecture it would be possible to re-use helper/utility modules in different plugins.

This global destroy should call all available module destroy functions for cleanup. Also think about completely removing the plugin from elements data attribute.
