JCRONMONITOR died - no E-Mail notifications

We have started using this software stack. Recently, I found that the system had stopped sending e-mails. Obviously the JCRONMONITOR died:

ERROR - 2019-10-17 23:42:06 --> [-] JCRONMONITOR :: Probably lost connection to database trying to reconnect: PDOException: SQLSTATE[HY000]: General error: 2006 MySQL server has gone away in /opt/Jagger/application/vendor/doctrine/dbal/l

While there was a
DEBUG - 2019-10-17 23:42:06 --> [-] JCRONMONITOR : checking for new tasks
many times per minute before this issue, these messages had stopped afterwards.

When redeploying the stack, the JCRONMONITOR started messaging again. Is this the preferred way to recover from such an issue?
