Some roads don't have traffic counts

These roads have "NS" written instead of a number. We should automatically find "NS" in the data, as well as the proxy road (whose traffic is assumed to be the same), and replace it with that proxy road segment.

However, we can only find Road N123 as an example, and it only refers to itself! If we find more examples, it might be worth looking into.
