lock the TestRun CRD during `jx test gc`

we want to avoid 2 test pipelines trying to GC the same TestRun at the same time; so we should use the TestRun CRD as a way to grab an exclusive lock before trying to delete the resource

add a 'jx test delete' for conditional remove

which would check the CRD status to whether or not its been scheduled for deletion / keeping using ChatOps commands

Then we could add a chatops command to mark tests as keep/delete etc...
