Why: for consistent client on-boarding

Work Items Involved:

• Establish working environments (i.e. Dev, Staging, Production)
• Determine versioning options and establish approach
• Establish user story construct approach
• Establish workflow and process for handling work items
• Establish our definition of "Done" and "done-done"
• Establish our SkySpark project set-up/standards (naming conventions, documentation, etc.)
