CLI listp will list missing plugins

To reproduce:
Install plugin
Copy plugin's config yaml to user/config/plugins/PLUGIN.yaml and set enabled to true
Delete plugin
Perform bin/plugin atools listp

Expected behavior:
listp should only list the installed plugins that are enabled

Observed behavior:
listp shows the missing plugin as enabled since the plugin's config lists it as such, even though it's not installed.

Fix:
Only list those plugins which are actually installed.

Command list-plugin not returning correct data

The list-plugin command is returning wrong results on Grav 1.7:

$ bin/plugin atools list-plugin
