Tests

Just had a meeting with @grayzu and have opened this issue for discussion, though happy to discuss internally if required.

See the lz-vending module - it uses Terratest and AzApi.

However the module is split into three sub modules, the test packages are organized accordingly. There is also an integration test package to test the orchestration (root) module.

When performing unit tests I use the go list idea that Hashicorp uses in its test framework. See the Makefile.

Unless an env variable is set the e2e tests do not run - again this comes from on the Hashicorp model for azurerm.

The test func names are Test for unit tests and TestDeploy for e2e. Could we use something similar? It allows us to filter the tests by name in the go test command. Again see Makefile.
