After installing postgre, there are three steps before consuming a local database.

1. Add C:\Program Files\PostgreSQL\[version]\bin to your PATH
2. Add PGUSER: "postgres" to your environment variable https://www.enterprisedb.com/docs/en/9.3/instguide/Postgres_Plus_Advanced_Server_Installation_Guide.1.32.html
3. Change "C:\Program Files\PostgreSQL\9.6\data\pg_hba.conf" to trust setting instead of md5

After setting up as above, you should be able to run psql on powershell / cmd and passwordlessly login
