Update to handle 2022b changes. Ensure it matches the PACKRATLIST option

The actions.txt file lists:

# Europe/Busingen (DE) links to Europe/Zurich (DE)
# No need to change anything as both are in DE and data is the same since 1970

Europe/Zurich is not in Germany, it is in Switzerland.

make version (after doing something to address #2) results in a version file containing "unknown".

It would be nice if this produced something like "2022ag".

Iran's timezone changed recently.
I would appreciate it if you fix that.
(unfortunately, Iran's government did this and we have several problems now)

The lack of a README file in (at least) the global-tz branch causes some make targets to fail. For example, ...

make: *** No rule to make target 'README', needed by 'version'.  Stop.

$ grep -w README Makefile
