Fix windows powershell downlaoder

Filenames do not match up and once downloader does begin, fails on both platforms.

as there are always wrong names and non-linear namings, the naming when saved should be set by the script

Remove issues.txt

What is the neccessarity of issues.txt? ou could simply iterate until a call to https://.../issues/33 (not existing at the moment i'm writing this) give you a result that differs from 200.

[Windows] - read the actual issue from issues.txt

On MacOS / Linux we read the actual issue from the issues.txt
It would be nice if the Windows powershell script would do the same

latest issue should only be upgraded, if download works

At the moment the latest issue is triggering every time a new pull request.
But the download is only available after 20 days after release (or something like that)
so the download-latest script should check if the download should work already or not!
