Add support for non-infinite contraction ratios in cpropep

Right now it appears cpropep only support infinite contraction ratios despite the SUBSONIC_AREA_RATIO parameter flag. I need to look into this a bit more to confirm.

If it isn't supported, we should add support for finite area contraction computations as defined in Bonny, McBride.
