Fix occasionial sync issue when master is slightly out of sync with the rest

Seems like it might be a fault tolerance issue.

Also seems like something is happening when switching from idle to synctest states; master sometimes lags on the state change and messes everything else up. If this is true, then maybe just doing another time sync after arriving at synctest state would work
