Should the HTML contain /ref the HTML-build file or be the file?

First major design decision ...

should the HTML-Build file be:

Option 1 as vanilla HTML w CSS classes

pros:

Good for the web

cons:

verbose for everything else - although soo the web is everything -> but we know that XML type formats already incur heavy repetition i.e. <>! so adding div to everything might be excessive...

Option 2 called from HTML template

This might be a sensible option but would mean that it would not be possible to double click the file and open in a browser... It would also rely on the infrastructure being in place to load and interpret the code? although it could just be divs and css classes too.

Option 3 non standard HTML w CSS classes

This is probably a format that could fit Option 2 too.

Cons

It (probably) would not run on any browser - unless carefully designed..... this could require a 'special browser' which would lose the point of doing this in the first place...

To resolve this we need to consider if a standard web browser should be able to run the HTML-Build file. If so then we would retain the concepts of HTML tags (body, head div etc.) and then they could each be changed by a class.
