Cancel Dependents if Task Fails

What steps will reproduce the problem?
1. Start a new task that fails (Extract buffers twice in a row, for example)
2. Create a dependent task (Create Model, for example)
3. Wait for first task to fail.

What is the expected output? What do you see instead?
Right now, the second task runs, but eventually fails because it does not
have proper input. Instead, the task should not be started at all.

Process fails to start, but reports as RUNNING

What steps will reproduce the problem?

1. Open program
2. Select Goodware --> Extract Buffers
3. Select an appropriate input/output directory and a random string for mode
4. Make sure C:\sandbox\GetPEBuffers\GetPEBuffers.exe does not exist
5. Create a CFG file and click Start
6. Open Schedule UI and notice that the status is '2', which is RUNNING.
7. See Task Manager to confirm that the task is not running

What is the expected output? What do you see instead?

Nothing should appear on the Schedule UI and failed process creation should
be logged.
