Make wipe a table entity.

Table:
Wipe (id, name, start_date, end_date, seed, map_size, server)
Now, when we need add new data, search wipe by more recently.

Make a server-manager api to send the data

Currently server-manager reads through rustrcon for events that occur on the Rust server.
With our current knowledge of uMod and C#, we can make a Rust plugin that sends events via API.

Although, looking from a more technical point of view, it might be a good idea to have a project called rustapi that is the one that receives the events, and sends them to the database, or again, sends them by events to server-manager.

I think that we can't give server-manager too much load and it would be a good idea if it were a completely external project, and that it enter everything in the database.

To avoid duplicate code we could create a library with common classes, DTOs, etc.
