Weird paths are searched/found before paths in PATH

It was reported that this module finds a Python version at C:/msys64/usr/bin/python3.exe, which is not in PATH and ignored a python that was in PATH.

The MSys version actually had the additional nastiness that it isn't really usable outside MSys (passed paths are transformed to non-existing unix-ish paths)
