Hello,

from the error message it looks like the needed KDE development files / packages are not installed on your system. For compiling ktechlab, you will need at least the KDE libraries development package (something like kdelibs-dev) and the development libraries for kdevplatform (kdevplatform-dev), and their dependencies.

In other words, you needed the ARM version of this package and its dependencies:
http://packages.ubuntu.com/quantal/kdevplatform-dev

As I see, KDE is not packaged for the ARM architecture of ubuntu, so you might need to compile a lot of stuff yourself, or find the needed packages somewhere:
