A library that replicates the behavior of the encodeURIComponent JavaScript function

Notice

The current implementation doesn't detect lead and trail surrogates.

The Javascript encodeURIComponent returns an error when one attempts to encode a lone low/high surrogate.

This library doesn't, at the moment. Supporting this feature is a very valuable way to start contributing!

Implement without deps and benchmark it

Implement the EncodeURIComponent function without using the url Go module.

Then, benchmark it against the existing implementation.

Detect high/low surrogates

As per mdn web docs, the JavaScript encodeURIComponent function detects high and low surrogates.

When one attempts to encode a lone high or low surrogates, the encodeURIComponent function throws an error.

This library should do the same.
