update readme to be more detailed

unable to change from 60s to 10s by using the parameters reconnect_attempts and reconnect_interval in repmgr.conf.
Possible reasons:

1. not the correct parameters to set
2. something wrong with repmgrd that it cannot parse config file correctly
3. other parameters overwrite these two so it does not really change

need ansible version 2.3, or change "path" of "lineinfile" to some other parameter

After automatic failover, barman cannot be connected to the standby immediately.
