Labels without any items are generated in the file - if a label doesn't have any matching items then it shouldn't be included in the output.

• Filter labels without items.

          this got added a few to many times is this an automatic thing?

In order to make it require less manual work, we'll need to be able to define a list of excluded repositories.

• Add exclude: Vec<String> configuration option to the file config.
• Filter out items matching entries in exclude
