Matrix user IDs are case sensitive, so it's interesting that Riot lets you log in with a lowercase version. It's possible that Synapse (the server software) has a thing in it to try and coerce things to lowercase when there's no obvious conflict, and it may be preventing you from registering the lowercase version to avoid that conflict.
Your best option is to probably email [email protected] with some patience - the support queue can take a while to go through, so responses may be delayed by the team. Until then, your Matrix ID is stuck in the mixed case form which means that people will have to use that to contact you.
For reference, #matrix:matrix.org or #riot:matrix.org are good places to ask these kinds of questions.
