When compiling banks, it could fail if it's not at default location defined by $BANKS
This is because SConstruct of banks load loadclas12.py which includes both banks and gemc
And this force the search path of any head file at the default location defined by $BANKS

banks needs only gemc
So we can split loadclas12.py into loadgemc.py and loadbanks.py, and let banks loads loadgemc.py only

loodroot.py does not properly use the root-config --glibs provided directory for locating the libs, it assumes $ROOTSYS/libs but for some installations the libraries are in $ROOTSYS/libs/root

Fix: get the dir from root-config by properly parsing the returned string.

Additional: clean up the Python a bit:

• Make proper use of os.environ
• Use Python style list filtering
• Don't duplicate code

loadqt.py line 33

env['ENV']['PKG_CONFIG_PATH'] = os.environ['PKG_CONFIG_PATH']

PKG_CONFIG_PATH may not exist. Script fails while there is no problem.
