Ok, I think I got it. I actually missed the ServiceBuilder and was trying to add the SessionManagerLayer directly to the router. Also, when I tried the ServiceBuilder without the HandleErrorLayer, I got the exact same error adding the service builder to the router.

As an additional data point, I ran into this same issue when upgrading from axum-sessions to tower-sessions. From an API perspective, is it possible to make usage of the ServiceBuilder from tower optional? Otherwise, is it possible to not require the HandleErrorLayer on the ServiceBuilder? The API feels more verbose than necessary because of these two things.

You don't need the error handler if you don't use axum. But for axum, you'll need it or something like it because axum middleware cannot be fallible.
