Add radio, maybe play songs from spotify genre radios

Some commands:

!play <youtube-playlist>

!radio <genre>

Make the play command cause the bot to join the user's current channel if the bot is not already in a channel.

Spotify could cause issues as a single account can only play one song on one device at a time. Maybe look into other similar services. Soundcloud has genre top 50 lists, see https://soundcloud.com/charts/top?genre=country&country=all-countries.

Make music module platform agnostic

Rewrite core logic to be platform agnostic
Allow playlists to contain sources from multiple platforms
Platforms to look into supporting:

• Youtube
• Soundcloud
• Spotify
