Calculate wait timeout for next scheduled job

Right now, we always wait a fixed number of seconds, if there is no job scheduled now. That means that it may take up to this number of seconds until a scheduled job is picked up. If we calculate the number of seconds until the next scheduled job (and use the configured timeout if it is smaller), then we should be able to run scheduled jobs without a delay.

Make logger customizable (again)

If you really insist on the Rails logger use at least something like

module PgJobs
  mattr_reader :logger
  self.logger
    @logger ||= Rails.logger # or maybe even rather ActiveJob::Base.logger
  end
  โ€ฆ
end

Because then people can still override it if they need.

Rails 7 support

I tried to add the gem in rails 7 but it's throwing error like rails 5 only supported like that . can you please have a look on it.
