Support open groups

Currently, group admins can add users to groups.

Support a category of groups that allows users to add themselves to the group.

Edit links for templates to add instances to particular groups

Common use case is to provide an edit link to a template so that users can populate an instance of that template. In many cases, we would like that instance to be visible to a group (so that, for example, a 3rd party has permission to extract the generated instance via the REST APIs).

Proposal: add group parameter to edit link to allow specification of existing group name (or names) so than when instance is created the group is automagically given read permissions to the instance. Perhaps also have additional parameter to be able to control both read and write permissions.

Make DataMed template instances visible to the DataMed group

Short term solution here is to perhaps write a
script to look for completed DataMed template instances and make them visible to the DataMed group.

More principled possible solution described in #3
