Create updates to handle OAuth based API calls

A good solution would be an API that lets you specify the app, method to call on requests and then lets you pass in arguments that will be forwarded to the requests call. I think it should be possible to detect the current environment in the settings and use that as a default when making calls.

It could be nice, but would be significantly more involved, to include a more abstract interface where the client instantiates an instance of a provided class and calls methods on the class that know which path to hit.

This will also require updating settings to include the OAuth client id and key.

Better error message when a prod_required_env is missing

For some reason, deploying without prod_required_envs present is generating errors based on unrelated settings being missing - possibly because the django settings setup is swallowing the exception during settings setup. Whatever the reason is, we should try to make it so that the error reflects the real root cause.
