consider dropping school_closed

can be dropped in the 010 file. flat line across all.

make plot code into functions

need to pull out the three main plot codes into unique functions

1. plot for one index
2. plot for states, facet wrapped
3. plot for category decomp, facet wrapped

function arguments should be title, subtitle, caption, series to plot.

investigate scale to (0,100)

needs to be scaled once at the very end only.
