Azure Databricks permissions management in AzureTRE about azuretre

The TRE doesn't manage Databricks permissions. Previous users have logged into Databricks and added the users. The first users needs to be a Global Admin - https://learn.microsoft.com/en-us/azure/databricks/administration-guide/#--establish-your-first-account-admin. This is less than ideal, but out of our control.

We did discuss using the TF provider to allow a list of users to be added (maybe based of workspace researchers), but it was never done: https://registry.terraform.io/providers/databricks/databricks/latest/docs/resources/user

It might be someone from Databricks can shed some light on what might be a better approach.

@marrobi we had to set up a global admin manually. I'll look into what can be done to enhance the template.
